Why do you need a radio operator certificate?

According to the Act now - Global Maritime Distress and Safety System (GMDSS - SOLAS), "... .Each ship that goes to sea must necessarily be provided with several systems for security and communication anywhere in the world with shore stations.
According to SOLAS: On any transportation that goes into the sea, at least one person should be trained how to handle the safety systems on the ship, in which cases to use them correctly, and have a radio operator certificate. It can be both skipper and any other member of the ship crew!
It is necessary, primarily for safety! The error can be costly.
Some countries have abolished the requirement of a temporary certificate for their territorial waters. But every year the number of such countries is declining. And in some countries, this document is the most important and necessary for ship charter.
At the end of the course and the exam, each participant receives a certificate of Royal Yacht Association (RYA) radio operator - Royal Yachting Association of Great Britain).
